massey 1552 will not move

engine starts and runs great. All instruments on the dash indicate indicate transmission is shifting but the tractor will not move. PTO shaft does not turn but instruments indicate it is engaged and rotating. Getting power to the solenoids but tractor will not move. Does not seem to put a strain on the motor which would indicate the breaks were locked.

Any ideas?
