The only reason I can think of is if it has multipower, the seal rings on the transmissions input shaft, or the hydraulic fitting to the the multipower valve is leaking. Shift to low multipower and leave it there and see if the leak stops. If it does its probobly the seal rings. If not possibly the hydraulic line connection. If you don't have multipower, it would have to be the input seal. Why the three point or loader doesn't work even when the trans is full is beyond me. Be sure to post back when you find the problem.
How long have you had the tractor?

I am assuming from reading the post you have on the hydraulics forum that this may be a new tractor to you. Based on that, it could be that you have a two stage clutch on that tractor. Stage one when you push down on the clutch part way, stops the tractor movement. You should be able to feel a change is pressure between stages. Pushing down the clutch all the way stops the tractor, hydraulic pump, and the PTO. From looking at agcopartsbooks.com a dual clutch was available on that tractor and may be why your hydraulics are not working. You are just pushing the clutch down too far. A common mistake for new owners of Massey Tractors. Hope this solves that problem.
