massey ferguson 283 steering problems

I have a MF 283 with front end loader. Today I jumped on the tractor and when I went o turn the tractor the steering wheel was turning but the front wheels were hardly turning. Could the MF be low on steering fluid? If so where is the steering pump located? New to forum.
