sounds like it failed the flow test.. that makes a huge difference.. one, with less flow you have less chance to drop heat.. and 2.. flow is reduced by crud and mineral buildup.. these usually act like insulators.. kinda like when a hot water heater element limes up.. then no longer heats good.. etc.
