fuel shut off lever beside the filter. crap dies in a hurry then and if lucky you may get it started again. you could pull the shutoff solenoid but...this lever is faster. much faster. so very fast. damn....ask me how I know.

edit:
when this happened my throttle cable was frozen full bore. I pulled fuel pump shut off but kept running due to fuel in bowl and gravity feed. pump was not running but...still...jesus...I shut fuel off and it died. then I had to replace cable but...meh...whatever.
and I have a new throttle cable sitting in my shed....just in case.....
oh yeah. lot of ice on key.had just finished snowblowing yard. so much ice on key could not twist it.

Dave, just out of curiosity, are you familiar with what a diesel runaway is? It's not stuck wide open at 2,800 RPM... It's uncontrolled fuel draw from any source - be it the fuel tank, or oil from the crankcase. This can be caused by heavily worn piston rings or sometimes a damaged fuel shutoff solenoid plunger (or say one that's not seated correctly after replacement) amongst other things. Almost no diesel engines have an air throttle blade like a gasoline engine. RPM is controlled solely by fuel delivery. If the engine is pulling fuel (oil) from somewhere other than the fuel line, turning the fuel shutoff valve will likely do little or nothing to stop it.

This condition will not stop at 2,800 RPM, either. In general it will cause the machine to overrev, hard. Like potentially up to several multiples of the standard redline. Then often there is a kaboom or seizure if the engine can't be shut down quickly. Without more info from the OP we don't know *what* he is actually describing.
