Can’t get pro in gear without shutting it off then starting it in gear and works fine . Clutch works good . Just pto won’t release ? Massey Ferguson 255

Seems to me the clutch does NOT work good. Classic symptom of a poorly operating PTO portion of the clutch. Could be a simple adjustment issue, could be deeper than that. When using the PTO on an implement can you stop it by depressing the clutch pedal all the way down? That would tell you something about what's going on inside.
