3-Point Hitch MF 1135 3 point won't go down

Inquiring about this. It will go down with a heavy implement but that's not really very helpful.

There's a LOCK/OPEN setting...that's all good.

Was told in another forum it's the oscillating valve that is stuck, but then no info on what an oscillating valve is...thanks.

My client bought an owner's manual, but we need the shop manual, or at least a relevant page from the manual.

Any ideas? Thanks!
