Thanks everyone for the suggestions.

I'll take another look this weekend.
I found a 'tractor repair' guy on Craigslist who can come out on Monday. When I explained the symptoms by email, he states "...this needs an internal clutch adjustment,It can be done on site..."

A picture (or two) speaks a thousand words.

This is my adjustment:

Here the clutch is fully depressed. There doesn't appear to be any more travel possible with the clutch lever (it moves from right to left in the picture as you let the pedal up). It is virtually touching the engine block.

In the above picture, the clutch lever is almost hidden behind the tubing, but you can see the turnbuckle attached to it.
Pushing the clutch in makes the lever move to the right. The picture shows its position when my foot is off the clutch. It pivots, and enters the engine, where the head of the orange single arrow is.

Dont let this guy come out. There is no internal clutch adjustment on these clutches. He either wants to rip you off or dont know what he is doing. Either way, he cant help you.

The user manual is not very specific. It has a turnbuckle to adjust. The turnbuckle appears, to my novice eye, to regulate how far the clutch lever will lift when you take your foot off the clutch. I adjusted it all the way so the it had the most amount of travel when I took my foot off the clutch.
All you can do is adjust the freeplay. I don't know what the spec for
your tractor is but it should be in the owners manual. As a clutch normally wears, the clutch fingers move rearward and the freeplay decreases. Push the pedal down with your hand til you feel resistance. Measure the distance from when the pedal is at it's highest point to the point of resisitance. That measurement is your freeplay. Compare your measured freeplay with that of the spec value. If the measured freeplay is too small then the clutch fork/throwout bearing is too close to the clutch fingers. If it's too large, then it's too far away and the pedal travel may not fully disengage the clutch.
Following your owner's manual proceedure adjust the turnbuckle to give you the specified freeplay.
