They should be live all the time. Does the Multi-power shift..? Have you had the PTO hooked to.., like a bush hog, and mowed with it..?? Or is the shaft simply turning.
The Multi-Power on mine did not work when I got it, but the PTO shaft turned all the time. Thought it was just the brake being bad. Aux. hydraulics also worked on it, when I bought it. One day while moving it, I heard a loud "crack" under the platform. Thought it may be one of the balls in the brake assembly. Nope, Aux. hyd. pump grenaded... PTO still turned. Just the clutches dragging enought to turn the shaft, but I could not stop it like a 2 X 4, prying sideways on it. Hooked the bush hog up to clip the pasture, and it stopped when I hit some tall grass in the corners of the pasture.
The reason I asked about the Multi-Power working is, there is a metal line off the sux. pump, that has a section of hydraulic hose towards the front, that connects to the Multi-Power assy. Maybe leaking.., losing pressure there..??
Mine does have a valve, that will divert some of the lift pump oil to the aux. system for higher GPM requirements. Not sure if all had it. Valve is actually on the top right, from the drivers seat, under the platform cover, where the block is for the standpipe, if you are familiar with that.... There is a knob on the left side, through the platform cover, that will direct extra oil, but will not turn on/of the aux. outlet oil.
If the PTO, and Multi-Power work as they should, your problem may be in the aux. valve assy.
