The PTO cannot be engaged while the tractor is running. The clutch only works as a single stage clutch. Someone by-pass the no start switch so they could engage the PTO with the tractor off and then start it with the PTO engaged. If you try to engage the PTO with the tractor running, it will just scape gears and you cannot engage it. Pushing in the clutch will disconnect the engine just fine and letting it out will engage the engine just fine, but not the PTO as described.
Is there anything that can be done other than replacing the clutch?
What could have happened to one stage of the clutch?
