MF265 Fuel Return at Tank

Hello all,

I am in the process of repairing a leak wher the fuel leak off line connects to the tank. While removing the old seal from inside the opening, I noticed there is no clear opening going into the tank. Is there some sort of check valve built in there or is it clogged.

It looks clogged to me. diesel?
