Here, vehicles of any sort in a creek are a no-no since they are salmon spawning grounds. I don't know how it is in you area, but I'd make some discrete inquiries.

Many agencies regulate streams and creeks.

My family member was reported to fish and game for driving a tractor across a small creek. He never did that again.

Here, logging companies are required to get a permit when a temporary culvert or bridge is installed to transport their equipment or log trucks across a creek.

I live on a large lake, and any shoreline work requires a permit issued by the county drain inspector. He told me that he routinely gets phone calls from concerned citizens reporting shoreline construction violations, which are the number promptly dealt with.

The guy down the street ended up with a $40k fine.

The lady around the corner once hired a D8 to drive a quarter mile up her creek cleaning it up. If your shovel even touched the water these days, your life might as well be over.

There are seals,, the seals keep oil in, that should keep water out,,

Other than the gummint in some locations, seals are what I would think about as well.

If you drive an excavator with hot wheel motors into the drink, they will cool off fast, and possibly suck water in past the seals. The seals work well with positive pressure; negative pressure, not so much. Same thing happens with hot tractor front axles, and ATVs, etc. Lots of ATVs have little expansion bellows to combat that problem.
