Mitsubishi KE130 No Fuel through Injection Pump

I'm hoping someone has had the same problem.....

I've had the injection pump evaluated and there is no issue with the pump itself. Also I have positive fuel flow from the tank/filter to the injection pump. When I crank the motor though I get no fuel from the injection pump. It is a Bosch pump with a rack (slide). It seems to me that I've got the pin on the rack into the bracket inside the pump opening properly. I'm wondering if there is something not allowing the rack to slide open to allow fuel into the injectors???

Can u get to the control rack anywhere else on the engine.?
by removing a panel.?
Do u trust the pump evaluation.??
It needed to be looked at with experienced eyes..
