Drilling holes in a brush hog blade is asking for trouble. Who do you plain on killing?
Yep...drilling holes in a cutter blade is not a good idea.
If you really must do something, go with RickB's method. I hope your cutter has front chain guards or something of that nature (for anything flying out from under the cutter).

Rotary cutters don't have the blade speed for mulching. That's not what they are designed to do.
