I found out where this is used, and it is used on horse tracks, and farms and for preparing seedbeds. It is called TR 3 RAKE. It is made 6 ft up to 12 ft wide.
That looks like an industrial dovetail jig for doing some serious drawers.
That probably sounds a bit strange to the non-woodworkers in the crowd, but for those of you who do any router dovetails, take another look at the photo.
