Tractor
Kubota MX4700
With my tractor stopped and not running the steering wheel still turns. The steering wheel turns, the wheels dont move. Other wise steering is fine. Is this normal

It sounds like you have the hydraulic steering. The wheels may only move when the hydraulic pump is running. That means the tractor must be running. If it steers normally when the tractor is running I doubt you have an issue.

Kubota's I am familiar with incorporate a GEROTOR within the hydrostatic steering controller.

Can you imagine a design where you are driving at speed along a road and the engine stops, (run out of fuel perhaps), now you are traveling at 15 mph with no steering. Not a safe design.

Enter the gerotor. It becomes a manual pump when there is no fluid flowing from the power steering system.

You have a heavy steering wheel but at least you can control where the front wheels are pointing.

The parts illustration for the MX4700 steering controller does not show any internal parts only the complete unit.

I have provided a marked up parts illustration for another model of steering controller where the gerotor is visible.

This is the Wikipedia explanation of a gerotor:

A gerotor is a positive displacement pump. The name gerotor is derived from "generated rotor". A gerotor unit consists of an inner and outer rotor. The inner rotor has n teeth, while the outer rotor has n+1 teeth; with n defined as a natural number greater than or equal to 2. The axis of the inner rotor is offset from the axis of the outer rotor and both rotors rotate on their respective axes. The geometry of the two rotors partitions the volume between them into n different dynamically-changing volumes.

I cannot say with absolute certainty that the MX4700 steering controller has no fail safe feature but do not just assume what you are experiencing with yours is normal.
