I bought a plug gun from JC Whitney years ago for plugging holes in tubeless tires. I've used it many times with no future leaks. If you have tubeless tires that are water filled, Get yourself a plug gun. I found they work better than the cheapy tire plug tool that pushes a straight plug in. The plug gun uses a plug that has what I call an umbrella hat. Rotate the tire so the hole is up, remove the nail, air up the tire, insert the gun nozzle which you have preloaded a plug into, pump the gun handle which forces the plug through the gun nozzle into the hole, then pull out the plug gun. The plug remains in the tire in place of the nail hole.
