NEED HELP WITH FRONT HYDRAULICS ON JOHN DEERE 400

HELLO AND THANKS IN ADVANCE FOR YOUR ASSISTANCE.
I have a john deere 400 garden tractor with-
- a rear hydraulic pto .
-front hydraulics on the drivers side with a supply and return line-
-front hydraulics on the passengers side with a supply and return line.
When I connect the lift hydraulic cylinders on a loader to the drivers side everything works as it should with the control lever.ie it goes up and down.
When I connect a hydraulic cylinder to the passenger side for the bucket the cylinder will only push out.
That lever which controls the passenger side also seems to have a float position but I don't think that's important
I have used both drivers and passengers side in the past to run a snow blower with a lift and down pressure and a chute direction control left and right and it works fine.
I have also used it on a blade and it lifts the blade and it also exerts down pressure on the blade if necessary, it also will turn the blade from left to right.
So in summation it appears to work or have worked with those implements.
My problem right now is that when I connect a new loader to it the drivers side will lift the loader and also exert down pressure but when I connect the bucket dump cylinder it will lower it but will not raise it back up. Does anyone have any experience or suggestions on what to do to enable the bucket tilt cylinder to function in a dump and raise mode?
I do have an additional control which I could mount and put in a t line before the hydraulic s under the tractor but that entails a lot mode additional work unless I can utilize the drivers and passenger outlets at the front.
THANKS FOR YOUR HELP./ I THINK THAT THE FUNCTIONING OF MOST JD GARDEN TACTORS WITH FRONT HYDRAULICS SHOULD BE THE SAME AND NOT JUST THE MODEL 400

Add hoses to the passenger valve work ports and place in a bucket and see if you have fluid from both work ports for the bucket.

Switch hoses ans see if that works.

Check full range on the lever to see if regen is causing trouble.

I TRIED THIS AND WHEN I PUSH FORWARD IT DELIVERS FLUID> WHEN I PULL BACK IT DELIVERS FLUID. SO THE FLUID JUST GET MORE AND MORE IN THE BUCKET> WHEN I PUSH IT FORWARD TO THE FLOAT POSITION IT JUST DRIBBLES A LITTLE FLUID> I SWITCHED HOSES AND SAME THING> I AM NOW GOING TO PUT ON THE PLOW WHICH WORKED WELL LAST YEAR OIF THOSE PORTS AND SEE WHAT HAPPENS. FYI I JUST HAD A LOADER CONSTRUCTED BUT THAT SHOULDNT BE THE PROBLEM AS IT HAS TWO SETS OF CYLINDES> DOUBLE ONES IN THE FRONT TO RAISE THE BUCKET AND ANOTHER CYLINDER TO TILT THE BUCKET WILL SEE WHAT HAPPENS WITH THIS TEST

So I tried as you suggested and the delivery worked. Tried other things but as i am a newby it didn't seemed to function as it should.
Got frustrated so took it to john deere dealer and said if its more than an hour just leave it.

Got a phone call two days later from the dealer who had it fixed. it was two female quick connectors on the passenger side that were functioning incorrectly on return pressure.. Cost me $280. 55 . Pissed off but it all works now.
That's what I get for buying what is likely Chinese? stuff even though it was from a reputable dealer. Now I can use it though. Thanks for the advise
