Need help with my B&S 16 HP cast iron

Here is a video of what the engine is doing. I have fooled with this engine for days now, and am not sure if it is the carb, the points, the timing etc. I explain the the first part of the video what all I have done to the engine so far. This came out of a Terramite 4, and I was hoping to put it back in the same machine, but I also want a dependable piece of equipment. I am about to the point to just do an engine swap.

it looks to me that you are using the choke backwards, I have a T4, same motor, if you put the top towards the carb. it's choked. if you put it on your T4 you'll see.(cable collects to the bottom side of the choke,pulling it away from the carb. top goes toward carb. that's choked.. right) and you can run your engine with points & regular coil with points and condenser, I do full time.
