Steps can be tricky, Think water run off first, if the water has to go over, wet steps or undermine them is not good.
A step should be about 7" tall larger or smaller but keep the all the same, or you wil have a trip haz. 9" wide thread is good all the same is the key
The kermilin in Russia, steps at the top do not match.
In sandy soil, every four step should have a post or foundation into the ground, depending on slope.
I think there is a building code somewhere that states, evey 13 steps ther is supose to be a landing.
RR ties are the cheapest, cement most popular,
frame them with 2X8's keep in mind a 16 penny nail is nothin when trying to hold back cement, I used 20 penny ring shank and had good luck, had to cut form nails with sawzall to get form off.
