You want weight on the front weight bracket for transporting 3PH implements. Since you don't have a loader, I don't think you'll need a ballast box. Although you can add wheel weights, I prefer those tires filled.
As far as what kind of weights (on the front), I'd pop the couple hundred bucks and go for the Deere suitcase weights. But, you can get four cast iron weight lifting type weights (try a yard sale) and rig up a way to mount them.
My 60" Befco rear mower goes about 450 pounds. I don't have front weights and I do not have the loader installed during mowing. I've not noticed any lightness on the front when transporting the mower. However, I've never transported the mower up a hill, either.
I'd really like to have a 72" mower. The tractor has the PTO horsepower for it. I just don't have the bucks (although this might be a good time to look for one...being Fall and all that).
Enough rambling...
You might get by with no front weights for a 60" mower...you'll definitely need weights if you go for a rotary cutter (much heavier!).
As far as the blade...depends on the size and what you plan to do with it. A 72" blade doesn't weigh that much and, for moving snow, it'll work fine. If you plan to do some earth moving, you're definitely want ballast in the tires and maybe up front.
BTW, if you love yr wife and kids, get used to wearing that seat belt.
