2005 New Holland TC30
I recently became the new owner of a 2005 New Holland Tc30 through inheritance, it has about 330 hours on it. I know very little about the tractors history, but I do know that it has been sitting ideal for about a year due to the fact that it would not start. I got it started by getting the seat switch to make better contact. The only implement is a 5 foot shredded hooked up to the 3 point hook up , it has no front hydraulic system. When I tried to raise the shredder to move the tractor the 3 point hook up was very slow to raise, I lowered it to see if it need to be just moved up and down several time. but it would not come back up. First thought was maybe the hydraulic level was low but it was okay, next think was to check the filter maybe it was plugged up so I removed. When it took it off, the hydraulic fluid was milky white like water had gotten into system. I drained system, flushed it with diesel, filled system and change filter. After all of this the 3 point still does not want to raised or lower. Need help because I am not sure what to do next.

How cold is it where you are?
When it's cold the hydraulics on my tractor have to warm up before they start working.
The milky white oil is an indication of water in the oil, getting it nice and warm should help getting water out of the system.

South Texas weather shouldn't be a factor, always seems hot, but I did warm system up before I tried hydraulics

Possible that there is an air lock preventing the pump from priming after the oil & filter change.
To remove an air lock:
Can you access the outlet(smallest) line on the pump. If yes Loosen a fitting on this line to allow the air to escape while trying to start the tractor? Be ready to shut the tractor off of it starts since oil may spray out. If no oil comes out you will have to find out what is preventing the oil flow to the pump. Some tractors have a metal suction inside the transmission housing. If this sat with water in the system possible this is clogged.
