i went through new holland parts catalog, and copy pasted them into paint program with some editing, to give better idea of things.
the hand lever to raise or lower the stabilizer leg for the backhoe. is stuck downwards (down = raises the stabilizer leg)
i can push it just a tad further down maybe 1/4 of an inch to have it fully open. but the lever will not come back up to "center" it is stuck good. in that one spot and will not move up past it.

more info:, because all hydraulic oil is trying to raise the cylinder of the stabilizer. the tractor bogs down and will almost die on me. or less i operate something else (FEL, or any other cylinder of backhoe, or the other stablizer) when doing this, oil by passes through another chamber in the valve body, enough that i am able to drive the tractor back to the shed, but while the tractor is on and engine running, i have to constantly and i do mean constantly operate either FEL or backhoe. it doesn't matter what i operate, just as long as oil moves.
there is no pressure relief or by pass valve on the stabilizers, unlike the rest of the backhoe and on the FEL (reason for above or at least that is what i would assume / think)

this has happened to me in the past, but generally just one good pop with muscle on the lever and it would go right back to center and work just fine.
i also noticed with this stabilizer, that it will move slow some times not always but sometimes. (up or down) compared to the other stabilizer and rest of the hydraulics FEL or backhoe. initially when tractor is cold, is the worst, once tractor and more so hyd oil is warmed up, stabilizer i hardly notice any difference if any at all.
i have also experienced like a vibration in handle and seeing it in the hoses going to cylinder. like something was in the hyd lines and causing things to surge as it got stuck/unstuck/stuck/unstuck as it slowly moved through the line. ((that last explanation not the best, but i do not know how else to state it)) a good question or remark, would most likely make it better to understand.

which i do not see any place in shop manual, or on my tractor, or less, the image represents the valve body, within the cluster of 7 valves bodies that the levers connect to.

extra note, the backhoe has a foot peddle for extended backhoe, but does not have the extended backhoe on it. it has lines and everything ran. but nothing is there. and might as well be used for an implement/attachment like a Post hole digger, or a jackhammer attachment.
