New Holland cm224 problem

Hi, I'm got a problem with a cm224. When I go to engage the pto for the mower nothing happens. Is it suppose to engage when the tensioner goes against the belts and engages the lower pulley?
There are two cables connected to the pto lever.. when I pull the lever to engage one connected to the spring just puts tension on the spring (not sure where it goes).
Looks like the the one attached to the tensioner pulley doesn't do anything. Tried to move the pulley and cable and nothing.

It is fairly common for the PTO operating cable to sieze in its sheath. Remove the cable and free it up, or replace it.
