What you have purchased is not a TC40, but rather a TC40D or TC40DA. The switches you describe are only on those models. Your tractor has an HST transmission, doesn't it?

Here is what the switches are:
1. The switch to the left (forward) on the fender is a Rabbit-Turtle switch. It changes the speed of the HST transmission. If you are in Low range or High range by the lever on the left fender, the switch will select either the high or low speeds of the transmission. The buttons on the joystick do the same thing as the the forward button on the fender. If the fender switch works and the joystick switches do not work, the electrical connector from the joystick might be disconnected. If neither the fender switch nor the joystick work, then you need to look under the left side of the operator's platform for a loos wire going to the speed change solenoid. It's right behind the step for the platform. If that wire is disconnected or broken, you will only have low speed in either Low or High Range.
2. The 2nd switch to the right (aft) is the cruise control switch. When you press that switch, it engages an electromagnet to hold your HST pedal in its current position so you can lift your foot. Stepping on both brake pedals simultaneously will disable cruise. Of course, you can also use the switch to turn cruise off.
I strongly suggest you read posts about your tractor in the New Holland Owning/Operating forum. You also need to get an Operator's Manual for your tractor. You can purchase them online at the New Holland website or through your nearest New Holland dealer. Using your tractor without a manual is not something you want to do. It's VERY important to have that manual so you can operate your tractor properly and safely.
