We have New Holland TC30 tractor, when the tractor is under load, the governor won't kik in, it tends to loose power at this point. Would this be caused by a dirt, gummed up fuel pump?

what year did you last change the fuel filter?
do the hyds work?. have you checked all quick connects to make sure non are partially disconnected, loading the hyds, thus the engine?
check brakes for sticking too... as well as air filter..
