All things look normal as far as voltage, fuel etc. But is will not start. I've narrowed it down to the safety switch/es for he PTO and/or being in neutral. The PTO light is not on. Is there a way I can either bypass the safety switched for today and work or is there a wireing diagram of the tractor that anyone may share?

First be sure your PTO is disengaged, your speed selector lever is in neutral and your trans. is in neutral..then also be sure your battery is up to speed and cables are not corroded and give it a try....other than that I have a TC 29 and the wiring would be different...but let's hope it is something in gear that should not be.

First you should go to the New Holland group, there has been quite abit posted about starting problems for these tractors. Besides all the parts and switches to check, you might first try running a ground wire from the firewall to the frame of the tractor.
