New Holland TC35 Lower Links not lifting??? Help!

The lower links just stopped moving like they should. No lift unless the engine is brought up to ~2, 200 rev's, then very slow.
Hydraulic fluid level is fine and the bucket moves like it should - no issues at all with the bucket just the lower links.

any ideas?
