I've triple checked all the fuses, I've bypassed the transmission safety switch and the brake safety switch, the PTO and the seat switch are working- they have continuity through them. The battery is good, the starter is good, the ignition switch is good. The yellow relay switch on the panel is good. The grounds are good on the battery and the frame. Would there be a relay switch that's not working that would complete the circuit? and which one would it be if so? How would you test them? Any ideas greatly appreciated!

Check and see if you are getting voltage to starter solenoid make sure tractors in neutral, test light or volt meter find post on solenoid that energizes it probe it while turning key to crank if twelve volts is present then solenoid could be problem also check that you have voltage to starter main post. if you jumper from solenoid energize post to starter and it cranks yon know problem is not with starter. could have a ground issue check and clean all connections you can have voltage without amperage with bad connections . give more info if still having problem

I took starter off and took to starter place said was
Working fine, I've checked and cleaned all grounds
On frame on battery post all good. Tractor in
Neutral last time it started I had to wiggle the
Forward and reverse stick shift and it started
Which made me think transmission safety switch.
Since then I've bypassed it checked for continuity
And that switch is good.

You can check voltage and get 12 volts with just one strand of a large wire connected but it will not carry any amperage. Some have had corrosion where the battery cable is connected to the factory battery terminal. Same can happen with a crimp connector.

There is also an Operator's Safety Module. It mainly controls the fuel solenoid to prevent the tractor from starting if everything is not set right with the levers and safety switches or shuts the tractor down if you leave the seat without the brake set. I am not sure if it can prevent it from turning over.

Not sure where it is on the tractor. You can look at a parts diagram on Messick's website, that may give you a clue as to where it is located.
