Once the sheet metal, tires and fenders are off how should I go about preparing the frame for painting? The tractor paint is intact but oxidized with lots of grease and dirt and very little rust. My interest is just in refreshing the paint at this time, not a "frame off" type of restoration.

What techniques would you recommend?

Probably, first step would/could be "steam cleaning". Pressure wash will help, but doesn't work like steam.

Degrease and pressure wash. Usually do it twice maybe three times then wire wheel brush, wire brush, sand if needed with grinder with flap style disc, prime and paint. I do use my tractors, not show queens.
