NH TC30 vs. Kubota L3400

I agree with the others about considering every tractor. I purchased a TC 30 back in the summer and love it. I paid $14,500 for the TC-30 with a 7308 fel, heavy duty bucket, and filled R-4 tires. The TC 30 is a workhorse and doesn't have the nicer features (electronic gauages, telescoping arms) of some of the top of the line tractors like the Kubota L series, but it will get the job done. For a 6' rotary cutter, I think a mid-30's hp tractor would be great. In additon to the L3400, consider the Kioti DK35 and the Cub 8354 (both the DK35 and Cub 8354 are essentially the same machine made by Kioti). I'll also agree with Roy that the Deere 990 would fit your needs.
