Hi Mike, and welcome to TBN and the New Holland forums. I'll try to answer your questions.
1. The float position is held in place by a spring loaded indent feature in the joystick valve spool for the lowering (full down) position of your FEL. Sometimes the indent gets worn or the spring gets weak that holds the indent ball and the joystick will not stay in the indent position. You either have to hold the joystick in that position or get the indent spring and ball cleaned or maybe replaced. If you are lucky, with repeated use, the indent will free up and start holding. Even when they work perfectly, it doesn't take much to pop the joystick out of indent.
2. Your "speed dump" position for dumping the bucket only provides increased speed when the bucket is full. The weight in the bucket is actually used to assist the hydraulic fluid flowing from the curl side of the hydraulic ram to the back side. All your joystick does is to connect both sides of the hydraulic cylinders together so fluid doesn't have to go back to the reservoir and be pumped back through the joystick. It can just flow out one side of the cylinder, to the joystick, and back to the back side of the cylinder. Of course, the normal fluid is being pumped through the joystick valve at the same time, so this provides just a bit faster operation. It's not something you'd even really be able to measure without a stopwatch to time the bucket dump cycle difference.
I hope this helps you understand a little better what is going on with your tractor. I don't think you have really any severe problem, but the indent could be looked at and probably repaired without much expense if it doesn't start working after repeated use.
