We have replaced the fuel rail, sensor, pump and Egr. Cannot figure out where the problem is.

Try disconnecting at the input side of the rail & cranking. If no fuel, follow your fuel lines all the way to tank looking for a check valve. Take the output hose off the pump and crank, if no fuel, take the input off the pump & see if you get flow, etc. You have a fuel cooler on that model also. Follow the fuel system back to the tank stepwise and isolate the problem. Note the problem might be a blocked or internally rotted hose -you can check by blowing through the lines with compressed air when both ends are disconnected.

You do have a check valve part 060 -look in the fuel system fuel pipe fuel cooler section. I would pull that and eval for correct 1-way function
