When a police officer shoots a sticky covered gps locator and attaches it to the back of a fleeing car, then slows down to track it, what's to stop the driver from getting out of site, taking the gps device off, and going on his way?

That is why gun laws also work, because criminals follow the rules.

I'm not sure if drivers fleeing police typically stop. But the police ahead (who know where he is because of the GPS device) will be blocking the road at some point. That will be a good time to stop, but not necessarily to remove the device.
