I am going to assume your battery cables are clean and tight.
Does your tractor sit outdoors? Have you left it out in the rain? The numerous safety switches start to fail when exposed to weather. They don't fail completely at first but develop a high resistance which can restrict the current flow to your starter solenoid to the point it wont kick in. Try carefully supplying power directly to the small terminal on the solenoid to see if the engine turns over. Be certain the blade is off, tractor is in neutral and brake is set as this by passes all safety switches. If it does we can talk about installing a relay next to the starter to overcome the resistance in the safety switches.

Yes It has been in the rain and the battery terms have been cleaned. As for the small term there is three on the solenoid are you talking about the one by itself and not the two that are connected

Also after I installed the new battery when I tried to start bit it just clicked it did not turn over.

Can you provided a picture of your starter?
Based on the following quote from the John Deere "Solenoid-shift starter for easy starts, even in cold weather," I am assuming the solenoid is mounted on the starter.
In this case, the small terminal that matters is the one of the ones with a wire already on it. There should be two large terminals, one from the + battery terminal and the other going into the starter.
To do the test I was describing earlier you would connect a wire from one of the terminals with a wire on it and momentarily touch it to the large + terminal with the battery cable on it. There may be a small spark and the engine should turn over. The challenge is to decide which of the two small terminals is the one to use.
Do you have a 12 volt test light or a multimeter?
This picture shows how a headlight relay can help in certain situations to provide more current to the starter solenoid.

Ok I will try that tomorrow but could it possibly be the voltage regulater

Before you do anything what I was wanting to get you to do it to check for the sudden presence of voltage on one of the two small terminals when the key is in the start position. The other terminal very unlikely has anything to do with the voltage regulator. Do you know what brand of engine is in your tractor. Kohler, Briggs and Stratton?
I wont be at my computer until tomorrow.

Check the battery ground cable where it connects to the tractor. Make sure the connection is clean and tight.

I found this image on ebay trying to understand your description of the terminals on the solenoid.
I only see one terminal for a smaller gauge wire which is what I would expect and why I am puzzled by your description.
Hope you can provide a picture
