3-Point Hitch odd behavior of 3pt today...

I was dropping the stump grinder and switching to bush-hog, and the 3pt lever would NOT lower the grinder until I lowered the DRAFT lever? The draft lever has never really done anything for me, and now it is preventing lowering, and actually raising the 3pt?????

The key here is the bolded statement, about lowering the draft lever. You should not have to lower the draft lever, because you should never raise the draft lever. Unless you are using a ground engaging implement like a plow you should never raise the draft lever. So I am thinking you accidentally raised the draft lever and this is the cause of all of your problems.
