You don't mention the make of tractor, but I can say that it is not uncommon for older Jinma pumps (both oil and hydraulic) to fail in this way - I have repaired several tractors suffering such failier. The newer tractors use tempered (hardened) steel, so are less prone to sheering.
The obvious solution is to get a new pump, but if the gears are ok (with no damage) then find a local engineer with the experience (and tools) to make you up an identical shaft, using tempered steel. I've had this done for a few customers, and generally it works out a lot cheaper, and quicker, than waiting for the replacement pump.
