Vaporizes the water??? Not sure what good that would do in a fuel tank as it would just condense and reform to liquid water. There are two things you can do to water in a tank, emulsify or demulsify it. A emulsifier combines with the water so it can pass safely through the fuel system. I get the feeling this is what you are thinking of, the water after emulsified would be vaporized in the combustion chamber. A demulsifier drops the water out of solution leaving it on the bottom of the tank to be safely drained off. A good additive will do a little of both. It will emulsify a safe amount of water so it can pass through the fuel system and demulsify any remaing so it can either be drained or handled with the next batch of fuel.
