Orbital Steering

Orbital Steering wheel spins, front tire won't turn, no resistance even the engine is not running, can spin freely either both ways, with rattling sound as it turn.
Have checked the hydraulic filters, pressure, leaks --ok!

Any advice is highly appreciated ! Thanks
