They are put on the pto shaft so that the inertia created by an implement like a bush hog's blades spinning doesn't keep making the transmission spin when you even push in the clutch. On older tractors it actually can power the transmission enough to keep you from stopping the tractor from moving for a few minutes, causing you to drive into a fence row or tree.
Most newer tractors have an indepentant pto and do not need an over running coupler. I don't know about a JD 4300. I would ask a dealer.

According to Tractor Data, the JD4300 has an independent PTO and a hydrostatic transmission.

JD 4300 specs

You don't need an overrunning coupler since your tractor's PTO and wheels are driven independently. My Kubota B7510HST has the same setup.

What you might need is a slip clutch if your sickle mower doesn't have a shear pin somewhere in its drive mechanism to protect the PTO transmission if your implement stalls.

I use a slip clutch for my pre-owned Yanmar RS1200 rototiller since it doesn't have a shear pin. The slip clutch fits between the implement and the end of the PTO shaft. Tractor Supply sells them for ~$100.

Most of the newer tractors have a PTO brake that engages when the tractor is turned off or stalls. If you are running an implement and the tractor stalls and the PTO brake engages then in this situation you will need an over-run clutch to prevent damage to an implement or PTO system.

I installed one on my Bush Hog to save my PTO clutch and brake. I had to install it on the Bush Hog itself because my Kubota does not have the hole in the PTO output shaft that is required to hold the over-run clutch on. It works great when I disengage the PTO the only thing that still turns is the Bush Hog gearbox and blades

Correct that you don't need an over-running clutch on your 4300. The PTO can be braked by moving the lever to full off, or allowed to coast by moving the lever to mid-position. Moving the lever to ON slowly will feather the PTO clutch to run.
The #5 should have it's own PTO clutch that will slip when the sickle bar gets plugged up like with a slug of hay or a stick. If you are fitting a PTO shaft that doesn't have the clutch, then you need to consider one. But the over-running clutch isn't what you need. Under power, it will not slip, but will only allow the attachment to run faster than the tractor (i.e the case when a rotary cutter is coasting down and the tractor power train is slower or stopped).
