I use my credit card at grocery stores (Giant and Safeway in MD, and Safeway and Bashas here in AZ), for "any amount". I've never tried a one cent purchase, doubt you could find such at a grocery store, but I've used the card for <$1.00.

My local Tractor Supply Co. and the NAPA Auto Parts store right next door will and do accept my credit card for small purchases (many under $5) regularly. I actually used my credit card for a purchase of less than $1 at the grocery store when I left my money in my truck.

Honestly, I've never once been refused when I offered my credit card as payment anywhere which accepts credit cards.

One supplier of parts for heavy duty trucks recently did do something along those lines, though. I was there to pick up one small marker light to replace a broken one on a truck mirror. When I handed the counter man the little light and my card he told me to just take the light and not worry about it as he didn't feel like doing the paperwork for $1.49. Fine with me.
