I just bought a used Gearmore PHD. In the literature per the attached pic there are 2 items which were not included.

#8 - stop rotation pin and #9 anti-rotation chain.

What exactly do they do and are they necessary for safe operation?

These keep the plastic safety shield on the PTO shaft from turning while the PTO shaft runs. I wouldn't run any PTO equipment without the PTO shield working properly.

That is very simple to fix, That chain is very lite with a spring clip on each end & the pin is just what it clips too. It keeps the plastic shield from spinning with the PTO drive shaft. Look at any piece of modern PTO driven equipment and you can see what it is

G'day alot of company's over here do not fit the little chain and clip as this makes the cover work on the little plastic bushes that mount it to the shaft, the current safety regs allow you to not have the chain on the guard as long as when you touch the guard it stops spinning. The prob they found over here was that the little bushes can fill with dirt and dust and will grind away rendering the guard next to useless when you need it
