What is the going sq. ft. rate for materials for a fully insulated, electric installed, concrete flooring, insulated doors/windows, finished off inside pole barn? Barn would be located in Central NY.
What is the rate for materials/labor?

That is a heavily loaded question. What is the size of the building? What is the thickness and psi of the concrete, rebar or not?......... Your going to get a very wide range of values with such an open ended question.

If I understand your question, you are talking the completed barn? In that case, do you want end wall and eave overhangs, enclosed overhangs or open, gutters, trim, etc., etc. Inside finished with tin, drywall, OSB or what? Sliding or overhead doors, eave heighth and on and on.

One size does not fit all when it comes to pole barns.

A friend of mine just had a 30 x 40 pole barn shell put up. His has 14' tall side walls (he is going to install a car lift). This is just an unfinished shell, no electric, insulation, floor, windows, or doors. He paid 17K due to the extra height he wanted. It was up in 1 1/2 days, could have been up in a day but they had to wait 3 hours for the code inspector. That does not include any prep work or bank run he had delivered for the base.
He still has to buy and install his own doors, run power and lighting, insulate, pour the floor, then finish the inside walls.
He lives in Central NY and it was built just last week. Your cost will vary depending on size, how much work you want to put into it (if any), whether you want contractor to complete it, floor thickness, finish, and PSI strength, how many outlets and lights, type of doors (roll up or sliding) etc.

Yep, no way to answer that question. Too many variables.

I am in the middle of planning/designing my next building. 40x72. Of that 40x40 will be insulated, electric, etc. The remaining 32x40 will just be gravel floor equipment storage with a few lights and recepticals.

I am figuring ~20-22k but that is me doing the building.

Just the shell and doors is ~14k. The remaining 6-8k is for interior.

So somewhere around $7-$8 per square foot is where I will end up.
