Pothole advice

I've always heard to not use concrete to fill potholes as it becomes the same as having a large rock in the road.

But, I'm seeing gray patches locally on both asphalt state highways and asphalt private roads. It looks like concrete but I guess it is different in some way.

This might sound strange, but for small divots and potholes, I've mixed crusher run in some Karnak roof cement and patched.

I tried this trick out many years ago for a friend's parking lot that cold patch kept disintegrating year after year. The Karnak with the crusher run is still there and no pothole for 3+ years.
