One problem with cement block foundations is they allow moisture up through them, probably what caused the sill to rot in the first place. I would support the roof load (not a big deal) and remove some interior sheathing and fix it with some treated wood and a couple of anchor bolts.

I think I would look closely at the roof first, depending on how the roof runs maybe it is putting a big strain on the wall. I also think checking for water infiltration as someone mentioned, is a good idea. Probably removing some of the inside sheating will tell a lot. Listen very closely, maybe a ghost Stallion is around!!! LOL and be careful while doing troubleshooting.

A number of years ago my father and I straighted up a building that had quite a spread to it. We used a block and tackle to pull it in. I pulled a strain on the line and my father checked the movement. He told me to tie it off and I said I could move it more. He said "I know you can, but it didn't go out that far in one day, we won't bring it back in one day." Then maybe once a week we would pull it in some. At the end of the summer the walls were straight and true and no damage done.
My suggestion would be to take it slow and easy, - it didn't get like that in one day.
