PTO Clutch will not disengage on Model 149

I have a model 149 year is 1974, with a Koller engine, the PTO clutch will not disengage, I am not too sure how it works, their is a lever on the left hand side of the tractor when engages it pushes a plate and this should release the PTO,

any one Know's how this should actually work, should any part in this clutch be lubricated, can I still find parts for this PTO clutch, can an electric PTO be installed
