I have a 3000 that the main clutch works fine but the pto clutch will not release when push the pedal all the way down.
The tractor has sitting for about three weeks not being used do i have a stuck clutch disk on the pto side i have tried to run the bush hog and set it down on a small stump while running. It will not break lose will have to split the tractor.

I would not be too quick to brake the tractor if you think it really is just a stuck clutch. There's lots of ways to attempt to free a PTO clutch assuming that's the case here. Try running the brush hog/rotary cutter, with the clutch pedal pushed in, into something like a small tree or pile of brush or dirt. What you need to do is shock the system enought to break it free but not so much as to cause damage. If the tractor's only been sitting a few weeks, it seems unlikely the clutch would be stuck, but stranger things have happened.

The other thing you could try-though you need to be patient is to put the mower over something firm with the tractor off,disconect the ignition,engage the mower and turn the tractor over while pushing down on the pedal to try to spring it loose. BE VERY CAREFUL not to do any more damage,as stated it should release if thats all it is.
