Update: If I held a crescent wrench against the upper handle the pto would engage. So, the actual switch it okay and the junction where the handle attaches to the rod appears okay. It appears that where the rod attaches to the switch is the problem. The service guy at Landmark Equipment told me that if the junction gets wet it will rust in place and make it difficult to move the handle. He suggested spraying lubricant on the junction and giving it a little adjustment on the top of the head as they say. I'll try that the next time I'm down at the property. Thanks for all the help.

James, when I feel my levers getting stiff, I just get out my can of spray lube and start lubing up all the pivot points. There is a pin through all three levers on the left side panel. It's below the gray plastic cover, but you can spray the pivot point thru the lever slots with WD-40 or PB-Blaster. Those little red tubes come in handy for getting lube into these tight spots. All it takes is once or twice per year to keep everything working properly.

The guy at Landmark told me that was relatively common on these tractors. He told me to do it from under the tractor. I'll drive it into the shop on the concrete and get underneath it. My friend and I soaked the levers directly under the handle but we determined it was where it went under the seat. At the time I didn't want to take the seat off.
