I have bought a used 2004 TC48DA New Holland and the PTO turns all the time. If I hold the shaft with pliers when someone starts the tractor I can hold it from turning. Does anyone have the service manual that they would be willing to share the pages that covers the PTO service/Repair? I don't know if my problem is with the hydraulic valve under the seat or if its in the clutch. Any help would be appreciated. Thank you

I see that with our older tractors until the fluid warms up. I do not plan to test them with pliers however.

Once upon a time tractors came with screw on PTO covers that dad always used. I ignore the rotation myself since my PTO covers have become invisible. 
On the right side of the valve shaft, there is a disc with a slot in it that limits the shaft rotation. Check that the shaft is rotating through it's full range. There could be dirt in the slot or a bent link. Consider removing the link and actuating the valve manually to see if it behaves the same.
In the case of mine (tc55da but mostly the same), the shaft was in fact broken by the previous owner and was "repaired" with a piece of all-thread resulting in minor rotational misalignment. My problem was poor pto clutch grip. I had to make some fine adjustments (drill new holes) to the link so that it would operate through the full range. Rebuild kits used to be available for the pto valve but I can't find any information on it. They're officially replaced with an entire pto valve assembly at >$1000
