pto problem in craftsman dlt2000

ok so I have a craftsman dlt2000 with a 20 horse kohler vtwin ... recently had tune up and fuel lines replaced. when they was testing it out they went to engage mower and pto would not go. they replaced it --I did two swipes and the engine started bogging down and the pto quit they replaced pto again and the same thing happened any ideas? seems awful hot under there

if the coil is bad, but tractor still starts would that keep the pto from engaging?

Is your battery taking a Crap. My 18 twin my battery was bad so it wouldn't work
